Sometime ago precisely on the 6th of November, 2018, I was driving in Lagos along Lasu-Igando Road and was touched by   the straying Waste Truck that has been packed along the Road for over 4 days without  any effort by the concerned parties to remove it from the road, considering the attendant likelihood of  causing  fatal accident and loss of life particularly in the night when vehicles might mistakenly rammed into it. The not-too-long death of   one of the aspirant of   a political party who died in a similar situation along this road quickly comes to mind. The poor management of our waste disposal is causing serious negatives effects on Property Values and marketability of properties where refuse dump is sited. LAND USE CHARGE OF LAGOS STATE, PENALTY FOR NON-PAYMENT AND NEED FOR COMMON SENSE

The recent uproar arising from the amended Land Use Charge of Lagos State has attracted my attention as most of our clients have been calling to ask for clarification and professional guidance. My concern is not only about the methodology and principles of arriving at the Charges being levied to occupiers and owners of properties, this aspect is being questioned by the Nigerian Institution of Estate Surveyors and Valuers of which we are certified members. My concern has been on the penalty for nonpayment. A Landlord who owns a tenanted apartment will derive money to pay for the Land Use Charge of his property from the rent realized from the tenanted property.   If you consider the penalty clause for non-payment on time: If you don't pay after 3months an increment of 125% of the value of the bill, by six months 150% of the bill, then if you do not pay for the year it doubles to 200% of the bill.  We need to start a serious campaign of aggregating total floor space of our available Residential, Commercial and Industrial accommodation in this Country in order to make any scientific projection of our Housing stocks with regards to  formulation of housing policies and Good governance.  Professional Estate Surveyors in practice may start from within the Institution's members by encouraging all firms to compile, in a stipulated format gross floor spaces  of stocks within their portfolio to generate certain indices which can now be extended through Government support and partnership to cover all the stocks within the country.
